How our Lands Fit Together
The Plan will bring different land use needs together and help guide decisions about topics such as:
- Where new homes can be built
- Where businesses and other economic opportunities could be located
- Which places should be protected for environmental reasons
- Which places should be protected for cultural uses
- Where future infrastructure investments may be needed
This process will be woven together by many hands. The Integrated Community Plan will be guided by community. Leq’á:mel xwexwélmexw (Leq’á:mel People) will have opportunities to learn how land use decisions are made and how lands are protected, and to help decide how our lands will be used. Not all lands can support all uses. Input will be used along with things like infrastructure capacity, environmental conditions, and existing land interests to shape what is possible.

Common Questions
Our current land use plans were created more than 10 years ago, and a lot has changed since then. Our population has grown, housing needs have shifted, the climate is changing, and new economic opportunities are emerging. Updating our plan helps make sure our land use decisions reflect where we are today.
The 2026 Strategic Plan sets an eagle-eyed view of the Nation’s priorities. The Integrated Community Plan will look more closely at two Strategic Priorities: Culture and Stewardship of Lands, and Housing and Infrastructure. It will look at land use, cultural facilities, roads and trails, and servicing (e.g. water, sewer, drainage) at the same time, so development happens in the right places and is affordable to support. When these pieces are planned together, the blanket is stronger and more resilient.
The complete 2026 Strategic Plan can be found by logging into the Members Portal.
Input gathered through engagement will help shape the Plan’s priorities and proposed land-use directions. Feedback will be summarized by theme, and individual comments will not be publicly attributed to participants without their permission. We will report back on what we heard and show how community input influenced the draft Plan.
Yes. Draft directions and maps will be brought back to the community for review. This will provide another opportunity to identify anything that is missing or should be changed before the Plan is finalized.
No. The Plan will provide long-term direction about where different land uses may be appropriate. Individual developments will still need to follow Leq’á:mel’s laws, application processes and approval requirements.
